large men kicking small dogs make me very angry

tonight I was walking two dogs that I am dog sitting for someone. We were walking down a quiet neighborhood street and we notice just ahead that there are two small dogs out running free of leashes. as we get closer the dogs running free notice us and start running toward us.

this type situation can go one of two ways, the loose dogs will be friendly or not friendly. I was hoping for friendly. they weren't and neither was their human. he started yelling their names harshly.

if you know much about dogs, once they get their notion to check out something that interests them, if they are not leashed, rarely will they pay attention to the human yelling at them to come back. the dog is not at fault, the human is. the human should be smart enough to keep the dog safe and in their control when not in the house or fenced yard. even the most well trained dog can get their attention grabbed and not always obey the command to come.

these dogs jumped on the two small dogs I was walking and were biting at them. the poor little dogs I had on lease were trying to get away from the loose dogs, were not comfortable enough with me to come to my legs for protection.

the man comes up and KICKS his two dogs. one of them he kicked so hard that it sounded like a watermelon being dropped. the dog rolled totally across the street to it's yard. this dog was a scottie mix it appeared. the other dog that he kicked was a boston terrier.

I reprimanded him, he said that he was just getting his dogs off of mine, and I told him that no, they were being dogs and had he had them leashed responsibly they would not have done what dogs do. I further told him that he was abusing the dogs, he again said that he was just getting them off my dogs - again I told him that NO he was kicking the dogs when they were just being dogs and please don't do that again.

he said he wouldn't and walked back to his house.

I then took the vehicle number off the MEMA truck parked in front of his house.

if one is working on the government dime, one should not abuse small dogs
